One day back in 2000, when Tim Connolly and Mark Smith owned and ran Partners for Change and Ugly Duckling wasn't even a twinkle in their eyes, they were looking at their recruitment costs for the previous year and their plans for hiring new people in the year ahead. 'This,' one of them astutely observed, 'is costing us a lot of money.' 'And if we're going to hire more than twice as many more next year,' the other equally acutely added, 'it's going to cost us even more.'

With such cutting-edge analytical skills it's hardly surprising that they leapt to the strategic decision to go out and recruit a recruiter and so off they went for one of their regular catch-up meetings with Lucy Harrison, who worked for one of their recruitment suppliers. Lucy thought it was a great idea too and in September 2000 she set up PeoplePartners in partnership with Partners for Change. When Tim and Mark sold Partners for Change in February 2003 they, with Lucy, renamed the business PeopleLink and established it as a separate company, which since that time has become a niche supplier of recruitment services to entrepreneurial businesses.
